Couldn t agree more and was going to suggest it myself. Permanent Secreatries should not be politicaly appointed. They are there as the head of the civil service and to implement the governments policies. Its the parliament job to produce policies but its the civil services who is bound to serve the government in office to implement and how to implement. There should be a clear division between the political office and the civil service in order to avoid political interference.
