A suggestion that the local councils should impose a tax on dilapidated buildings in their locality, as to no matter what the local council or the central government do in improvements in the area, the eyesore of these buildings cannot be changed, so the owners of the buildings should be fined for failing to maintain the buildings or plot, if prolonged failure to maintain the buildings or plot the local government should seize the property and use same for social housing.
